AFS Energy supports the transition to cleaner transport by facilitating the generation and trade of renewable transport certificates, also known as biotickets. These certificates are essential to help countries meet their climate targets, while offering new revenue opportunities to those who contribute renewable energy to the transport sector.

HBE & ERE Certificates
In the Netherlands, companies that deliver renewable energy for transport can generate tradable certificates under the Renewable Energy for Transport obligation (RED).
Until 2025, this is done through Hernieuwbare Brandstofeenheden (HBEs – Renewable Fuel Units). Starting in 2026, this system will be replaced by Emissiereductie-eenheden (EREs –Emission Reduction Units), following the implementation of the EU’s RED III directive. The main goal is to reduce greenhouse gas emissions in the transport sector. These certificates allow obligated fuel suppliers to meet their legal requirements by purchasing certificates from eligible parties supplying renewable energy to transport.
Who can generate HBE/ERE certificates?
Only parties who directly supply renewable energy to the Dutch transport sector through a registered connection are eligible to generate certificates.
This includes owners of:
- Public and private EV charging stations with a Dutch grid connection
- Systems delivering biogas or other biofuels for transport use
The legal and technical responsibility for the connection is key. Only the registered connection owner is eligible. This makes the market highly specific and dependent on correct registration and metering.
What are HBE Certificates
HBE credits are issued to entities that supply renewable energy to transport. One HBE equals 1gigajoule (GJ) of renewable energy delivered. The value of HBE credits is market-based andfluctuates depending on demand and offers from the market players. AFS Energy facilitates trading, pricing insights, and monetization of these credits for our clients.
The transition to ERE (from 2026)
As of 2026, the HBE system will be replaced by Emissiereductie-eenheden (EREs) under RED III.
This transition marks a shift from counting renewable energy volumes to calculating actual greenhouse gas(GHG) emission reductions expressed in CO₂-equivalents.
This means that energy carriers with the highest CO₂ savings will be more valuable. EREs reward carbon impact instead of just energy quantity.
For electricity, this implies that both the renewable share in the Netherlands and charging behaviour(e.g., smart charging and storage) can influence eligibility and value.
While the full regulatory framework is still under development, the system will likely place stricter demands on proof, calculation methods, and certification of the energy supplied.
