HBE & ERE Certificates
In the Netherlands, companies that deliver renewable energy for transport can generate tradable certificates under the Renewable Energy for Transport obligation (RED).
This is done through Emissie Reductie Eenheden (EREs –Emission Reduction Units), following the implementation of the EU’s RED III directive. The main goal is to reduce greenhouse gas emissions in the transport sector. These certificates allow obligated fuel suppliers to meet their legal requirements by purchasing certificates from eligible parties supplying renewable energy to transport.
What?
ERE Certificates are issued to entities that supply renewable energy to transport. One ERE equals 1 KG CO2. The value of ERE Certificates is market-based and fluctuates depending on demand and offers from the market players. AFS Energy facilitates trading, pricing insights, and monetization of these credits for our clients.
The Transition
As of 2026, the HBE system is replaced by Emissie Reductie Eenheden (EREs) under RED III.
This transition marked a shift from counting renewable energy volumes to calculating actual greenhouse gas (GHG) emission reductions expressed in CO₂-equivalents. Instead of simply rewarding the amount of energy supplied, the new system rewards the actual impact on the environment.
Who?
Only parties who directly supply renewable energy to the Dutch transport sector through a registered connection are eligible to generate certificates. This includes owners of Public and private EV charging stations with a Dutch grid connection.
